Several micro-states and city-states (Monaco, Singapore, Kuwait, Bahrain) show a 100% rate: their entire territory IS an urban area, the town/countryside distinction simply has no geographic meaning there. At the other end, Liechtenstein (15%) remains one of the least urbanised countries in the developed world — a deliberate planning choice rather than an economic lag.
