SIPRI, annual deliveries summed over a rolling five-year window, 1954-2025, more than 180 countries. Actual deliveries are counted, never orders — a signed contract only shows up as deliveries occur, sometimes ten years later.
The importers' map traces zones of tension as much as alliances. A large importer is rarely a neutral country: it is either threatened or a client of a great power, often both.
India was the world's leading importer for two decades and has since diversified its suppliers to reduce its dependence on Russia. Ukraine went from nowhere to the very top of the global ranking after 2022.
