Tonnage separates blue-water navies from coastal ones. Beyond mass, two capabilities make the difference: carrier aviation and replenishment at sea, without which a fleet cannot hold thirty days away from its ports.
China overtook the United States in hull count around 2020, but remains far behind in tonnage: the gap is the eleven American nuclear carriers. Russia inherited a large fleet, a significant part of which is no longer fit to put to sea.
