Recognition is a political act, not a statement of fact. Somaliland has a territory, a government, a currency and elections, and zero recognition; Palestine is recognised by three quarters of the world without controlling its borders.
Taiwan has lost almost all its diplomatic partners to Beijing — about a dozen remain. Kosovo is recognised by around a hundred states, but its UN membership is blocked by the Russian and Chinese veto.
