A distribution heavily concentrated at the top of the scale (median 82%, 90th percentile 96.1%): steps are tightened above 80% to distinguish hyper-connected countries, and wider lower down, where few countries sit.
Saudi Arabia, Bahrain and the United Arab Emirates show 100% coverage, against under 9% in Burundi and Uganda. The gap largely tracks the income divide, except that several poor countries have far exceeded the coverage their wealth would predict, thanks to the mobile boom, without ever passing through fixed-line cable.
